Weapons of Mass Destruction
(WMD)

Any weapon that is
designed or intended to cause death, or
serious bodily injury, through the release, dissemination, or
impact of toxic or poisonous chemicals, or their precursors.
♦
Any weapon
involving a disease organism.
♦
Any weapon that
is designed to release radiation or
radioactivity, at a level dangerous to human life.
♦
Any destruction
device, as defined in Title 18, United States
Code, Section 921
Terrorism
♦
The unlawful use
of force, or violence against persons, or
property to intimidate or coerce a government, civilian
population to further apolitical or social objective.
Threats
♦
A Weapons
of Mass Destruction/Terrorism (WMD/T) event is
intended by its perpetrators to inflict death, destruction and
injury upon an unsuspecting and vulnerable populace in a
terrifying way. The goal is to create fear and uncertainty
in the minds of the people and/or government officials.
The size and nature of WMD/T events may vary from one that is
within a community's capability to respond using local and
state resources -to one that significantly burdens the
response capabilities of the American Red Cross, and the
Federal Government
Planning and Preparedness
♦
The Red Cross and
all other responders will be operating in an
environment where health, safety, and security of victims,
survivors, and responders may be of substantial concern.
♦
The Red Cross,
Emergency Responders, and Law Enforcement
together will play a significant role in determining access to
services within affected areas.
